Ed is a senior associate in the regulatory compliance and commercial dispute resolution teams. He advises on a wide range of contentious and non-contentious regulatory law issues, including regulator powers, compliance, and investigations, where his recent casework has involved the Health and Safety Executive, Ofgem, the Medicines & Healthcare products Regulatory Agency, and local authorities, amongst others. He has expertise in challenges to regulators’ decisions, including through judicial review and statutory appeals, in the drafting and interpretation of regulations and in information law including the Freedom of Information Act and Data Protection Act.
Ed also advises on commercial disputes, including contract and negligence claims. He has a strong track record of resolving disputes through the county court, High Court and Court of Appeal, and through mediations, arbitrations and adjudications. His specialist experience is combined with a broad understanding of the full spectrum of legal issues faced by businesses.
Prior to joining Penningtons Manches in 2018, Ed spent five years at the energy regulator Ofgem, where he was head of enforcement casework with responsibility for the delivery of a variety of investigations, management of Ofgem’s pipeline of new casework, policy development and leadership of its enforcement function. He trained and practised at Manches, qualifying into the commercial disputes team in 2009.
